What is the appropriate way to restore a fowl cage?

I located a really great and special fowl cage but it would seem the earlier owner did a crappy task of painting it. It seems as even though they hand painted it above chipping and peeling paint. It is an older seeking semi-circle cage thats about 4' substantial, and would seem to be delicate, like an antique. What methods must I get to effectively restore this cage, and make it protected for more compact birds (ie keets, budgies, canaries)?

Is paint thinner ok to use?
And why do folks often propose making use of powder coat?
